: - الى السيد رئيسالحكومة المغربية شخصيًا . - الى السيد و زير الخارجية شخصيًا - الى السيد القنصل العام شخصيا. - الى السيد السفير شخصيا. الاسم……….، السن 63 سنة، مسن من ذوي الاحتياجات الخاصة- مصاب بأمراض الكلى اقوم ب "دياليز" مرتين في الأسبوع/ استعمل انابيب و اكياس بلاستيكية لإخراج البول / لا يمكنني السفر بتاتا لا عبر الطائرة او السيارة بأمر من أطباءي . أريد انجاز وكالة لأختي تنوب عنه في بيع منزل موروث تسلم لي من قنصلية المغرب بنيويورك. من فضلكم اريد حلا عاجلا لمشكلتي. بعد التحیة الصادقة ، في السابق و كما كان معمول به كنت أراسل القنصلیة بنیویورك عبر البرید لإنجاز الوثائق الإدارية . أما الآن فقد أصبح الحضور الى مقر القنصلیة إجباري أقطن بولایة كالیفورنیا التي تبعد عن نیویورك ب 6 ساعات و ربع بالطائرة والسفر بالسيارة 3 أيام حیث یتعذر على خوض السفر إلى ھناك . فأنا من مسن ذوي الاحتیاجات الخاصة لا یمكنني السفر لا عبر الطائرة أو عبر السیارة . اتصلت بالعدول بنیویورك و شرحت له حالتي الصحیة المتدھورة لكنھ أجابني عبر الهاتف متهكما بأن الحضور الى القنصلية إجباري و شرح لي أنه بالأسبوع الماضي جاء شخص مسن مريض مقعد من كاليفورنيا یدفع قریب له كرسي متحرك. لدي اقتراحين عمليين : بما أن الدولة المغربیة إختارت الخدمات الالكترونیة و كذلك أدخلت الرقمنة بمصالحها منها وسائل التواصل الرقمي وذلك في الكثیر من المجالات حتى أنھا في زمن الجائحة كانت و ما زالت بعض المحاكمات والجلسات القضائیة تتمان عبر تقنیة الفیدیو و كذلك بعض الاجتماعات الحكومیة و و الصفقات التجاریة تتم عبر تطبیقات مثل تقنية الفيديو: سكایب وفیس تایم ، زووم ....الخ.…… المعمول ب حاليا أن الشخص الذي یرید إنجاز الوثائق من القنصلية ، یرسل نسخا من تلك الوثائق عبر الموقع الإلكتروني للقنصلیة بعدھا یدرس العدول أو الموظف القنصلي الملف و في حالة القبول یقترح على المعني بالأمر تاریخا للذھاب الى القنصلیة .لجلب الوثائق ، إلا أنه في بعض الحالات یتعذر على طالبي تلك الوثائق التنقل و خصو ًصا إذا كان مریضا ،مسنا ، نساء حوامل ، نساء مرضعات ، او مقعدا من ذوي الاحتیاجات الخاصة و لا ننسى كذلك غالبا ما تكون المسافات الفاصلة بین محل سكناه و مقر المصلحة القنصلیة بعيدين جدا: فمثلا ھناك من یقطن بولایة "ھاواي" و المسافة بینھا و بین نیویورك 7884 كیلومتر ، بالطائرة تستغرق الرحلة 14 ساعة و ربع ؛ او كما في حالتي ھاته و كما سبق الذكر أسكن بكالیفورنیا التي تبعد عن القنصلیة بنیویورك ب 4670 كلم 6 ساعات و ربع سفرا بالطائرة كما اخبركم باني أعاني من أمراض لا تخول لي السفر لمسافات طویلة كم نصحني بذلك اطباءي المعالجين (منها استعمال حفاظات البول). و كذلك ھناك مشاق أخرى لتنقل طالبي الوثائق الإداریة من القنصلیة فزیادة على مصاریف الرحلات فھناك ایضا مصاریف الفنادق و مصاریف الأكل و مصاریف المواصلات ….. الخ / لكل ما سبق فإن افراد الجالية بصفة عامة أو من یعانون من معوقات أخرى لأسباب صحیة بصفة خاصة سیعانون الأمرین قصد حصوله على وثیقة اداریة من المصالح القنصلیة حيث تستغرق الزيارة أقل من ساعة ، ناھیك عن المصاریف المالیة و ترك العمل ، الأسرته و الغياب عن العمل حيث في الكثير من الأحيان لا يرخص ارباب العمل هنا في امريكا الغياب لاكثر من يوم و الا سيكون المصير الطرد من العمل!!!!! . 1) الاقتراح الأول : یرسل المعني بالأمر النسخ المطلوبة لإنجاز الوثیقة عبر البرید او الموقع الرسمي للقنصلیة وكذلك يؤدي واجبات "التمبر" . بعدھا یقوم موظف القنصلیة بدراسة الطلب في حالة قبوله یعین تاریخا بالیوم و الساعة ؛ و درءا لكل تزویر او تدلیس او احتیال و نصب یتصل العدول او الموظف بالمعني بالأمر عبر تقنیة الفیدیو بواسطة التطبیقات )زووم / سكاي ...الخ عندھا سیرى الموظف الشخص صوتا و صورة ، ثم یطلب الموظف من أن یدلي ببطاقته الوطنیة و الوثاءق الأصلية من النسخ التي كان قد ارسلها للقنصلية امام الكاميرا وذلك بغية التحقق من ھویة طالب الوثیقة و يمكن للقنصلية تسجيل المحادثة بالفيديو لتبقى ضمن الأرشيف كدليل مادي .. و بعد ان تنجز الوثاءق ترسل الى المعني بالمر عبر البرید المضمون يتحمل مصاریفه طالب الوثیقة . الاقتراح الثاني (القنصل الشرفي) : يوجد قناصلة شرفيين للمملكة المغربية بأغلب الولايات الامريكية و بباقي دول العالم منهم من هم مغاربة و كذلك من هم أجانب ؛ بعد أن يبعث المواطن طلبه للحصول على وثيقته و بعد إرساله الى لكل ما طلب منه من وثاءق و واجبات التسجيل و التمبر و ذلك عبر البريد المضمون او على الموقع الرسمي للقنصلية على شبكة الإنترنت ، في حالة قبول طلبه يعين له تاريخ لمقابلة القنصل الشرفي بالمدينة او من ينوب عنه او الولاية الأقرب لمحل سكنى المعني بالأمر : اذا كان القنصل الشرفي مغربيا فسيتحقق من هوية طالب الوثيقة و كذلك من الوثاءق التي أرسلت منها نسخا للمصالح القنصلية ، بعدها يتصل القنصل الشرفي بالقنصلية عبر الهاتف او عبر تقنيه الفيديو بحضورطالب الوثيقة الادارية بالمصالح القنصلية يؤكد فيها صحة و مطابقة الوثائق الأصلية للنسخ و لا يشوبها اي عيب . كما بخبرهم بانه تحقق بالفعل من الهوية الشخصية لطالب الوثيقة. أما اذا كان القنصل الشرفي للمملكة المغربية أجنبيا لا يعرف اللغة العربية فيمكن لسكرتيرته ان تترجم له او يعين له موظفا مغربيا يساعده على ذلك او ان تقنية الفديو كافية للعدول او الموظف القنصلي لكي يتخقق من الهوية و الوثائق الاصلية للنسخ. يمكن ان يجرب أحد الاقتراحين على طالبي الوثائق من ذوي الاحتياجات الخاصة ، المسنين ، المرضى، الحوامل و المرضعات و فيما بعد يعمم على باقي افراد الجالية بالخارج و ذلك في حالة نجاحه. و فيي الختام تقبلوا تحياتي الصادقة .
